David and his wife, Betsy, live in Wheeling with their daughter, Abigail. David is a member of the Wheeling Elks and serves on its Youth Activities Committee. Both David and Betsy are members of St. Michael Parish Church where they serve in a number of capacities.

David’s law practice focuses on personal injury and medical malpractice cases as well as insurance and employment disputes. |
David is a 1994 graduate of William and Mary Law School in Williamsburg, Virginia. While in law school, he served as President of the Student Bar Association and was a senior staff member of the William and Mary Law Review. William and Mary has been recognized nationally for its Legal Skills Program which takes law students out of the classroom and prepares them for the real world practice of law. David met his wife Betsy in law school and moved to the Ohio Valley in 1995, following their marriage.
David is a 1991 graduate of the University of Virginia (B.A. in both History and Foreign Affairs), where he made the Dean’s List on several occasions. The University of Virginia honored David as an Echols Scholar, an award recognizing him as one of its top incoming students. At UVA, he lettered on the football team and was a member of UVA’s 1991 Sugar Bowl and 1990 Citrus Bowl teams. David also was a member of the Atlantic Coast Conference Academic Honor Roll.
JEFFREY R. MILLER

He is a member of the West Virginia State Bar, the Defense Trial Counsel of West Virginia (Board of Governors, l993-present) and serves as a Municipal Judge for the City of Wheeling. He is admitted to practice in the U.S. District Courts for the Northern and Southern Districts of West Virginia. |

Concentrating in insurance defense and representing employers in worker's compensation cases, Mr. Miller is a member of the West Virginia State Bar Worker's Compensation Committee which is charged with making proposals for worker's compensation legislative reform.
Active in community service, he is a Past Exalted Ruler and Trustee of the Benevolent and Protective Order of Elks, Wheeling Lodge 28, where he serves the regions youth as Elk's Scholarship Committee. Mr. Miller also serves as an approved High School Basketball Official and was a charter member of the Wheeling Symphony Chorus. Mr. Miller is also a member of the Wheeling Symphony Chorus. Mr. Miller is also a member of the Board of Directors of Big Brothers/Big Sisters of Ohio, Marshall and Wetzel Counties of of West Virginia.
JEFFREY A. GROVE

Jeff and his wife, Stephanie, live in Wheeling with their daughter, Ashley, and their son Michael. Born and raised in Fairfax County, Virginia, Jeff moved to Wheeling following his graduation from West Virginia University College of Law in 1992. It was a homecoming of sorts as his mother was raised in Wheeling and her family still resides there. Jeff is active in King’s Daughters Child Enrichment Centers, serving as President and a member of the Board of Directors. |

Jeff is a graduate of Penn State where he majored in Political Science. Jeff has been practicing law in the Ohio Valley since 1992 and is licensed to practice law in West Virginia. He is a member of the Ohio County Bar Association, West Virginia State Bar and American Bar Association and served as the Assistant Municipal Court Judge from 1998-1999. Jeff focuses his law practice on representing clients in product liability, medical negligence and employment litigation.

PAUL T. TUCKER

A product of the Upper Ohio Valley, Paul is committed to the standards of fairness and ethics he learned while growing up here. Paul was born in Steubenville, spent his childhood in Weirton, and was educated in Hancock County public schools. Early on, he developed an interest in the law, and a respect for its ability to work justice for every American. Paul was admitted to Harvard University and graduated with a bachelor’s degree in economics, cum laude – the only West Virginian in Harvard’s class of 1973. Law school followed at the prestigious University of Chicago Law School from which Paul graduated in 1977 – again, the only West Virginian in his class. During law school, Paul married Cathy Armstrong, the descendant of a prominent Pittsburgh legal and judicial family. Having spent eight years in Washington, Boston, and Chicago, the road was clear for Paul to take his place with his classmates among the major corporate law firms of America, but Paul chose a different course.
During his years away from the Ohio Valley, Paul grew to respect more than ever the fundamental principles of fairness and decency he had learned here. He saw the law as a means by which he could perpetuate these core values, and he wanted to raise a family in the same honest, nurturing environment the Ohio Valley had given him. In the fall of 1977, Paul and Cathy moved to Wheeling, and Paul took a job as a trial attorney with The Bachmann Hess Legal Team.
Paul and Cathy have two daughters, Sarah and Katie. Sarah, born in 1977, graduated from Harvard University with a degree, cum laude, in psychology in June 2000. Katie was born in 1980, and is studying music at New York University.
During his 22 years as a trial attorney, Paul has tried dozens of cases involving a wide range of legal disputes. In recent years, Paul’s practice has concentrated on disputes concerning the handling of insurance claims, and medical malpractice cases. Insurance “bad faith” disputes are of particular interest to Paul because he believes that most people do not understand their rights when dealing with their insurance carriers. “Our Legislature has imposed very specific rules on insurance companies doing business in this State, yet most people, even professional people, simply do not realize that these rules exist,” Tucker says. “As a result, many people end up taking far less than the coverage for which they have paid.” Paul believes that many insurers rely on the fact that their customers do not know their rights, and he enjoys the ability to even the playing field for people who are treated unfairly.
In addition to practicing law, Paul is a major contributor to his community. Paul has served as President of the board of a local child care agency, and as President and Chair of the Board of the Wheeling Symphony. He is active in Vance Memorial Presbyterian Church and in a number of other philanthropic and community-service organizations.
LESTER C. "TED" HESS, JR.

Admitted to the West Virginia Bar in 1966, Mr. Hess is a graduate of Vanderbilt University (A.B.) and West Virginia University (J.D.).
Concentrating in cases involving toxic tort, product liability and personal injury as well as Estate Administration, Mr. Hess is admitted to practice in the U.S. 4th Circuit Court of Appeals, as well as the United State and West Virginia Supreme Courts.

Strongly committed to community service, Mr. Hess is a past National President of the Benevolent and Protective Order of Elks (1991-1992). He is a Founder and Past President of Big Brothers and Big Sisters of the Upper Ohio Valley, and for more than 35 years has served as a member of the Board of Trustees of the Ohio County Public Library, currently as its Chairman.
ANTHONY I. WERNER

Tony and his wife, Jody, live in Bethlehem with their sons Zachary and Ira and their daughter Mariah. Tony was born and raised in Wheeling and graduated from Wheeling Park High School. He coaches his sons’ little league baseball teams and is a benefactor of the Ohio County Library.
